Take out the words slightly and moderately and leave the decision in the hands of the GM. If you have thieving at 5 you're going to pick the lock anyway. However, for people that are not thieves you'll be able to hide a set of lockpicks and open the door or chest.

Better? Thieving currently at a 3 just looking to actually have lock picks to work with with a little something extra thrown in (the concealment part)
I like it. Good visual with them appearing like bamboo sticks for your hair and a great roleplay addition. What price are you putting on them? I don't think they should be more than 75$. There is no magic attached to them, really, beyond the disguise.

So if my understanding is right its doesn't only have to be an heir, it has to be a specific heir? Example, if it was bonded to you and you had a sister she would also NOT be able to use its powers?
And its effect is an illusion? making them appear as someone else. Or is it changing how the person feels about the wielder but not how they look? No chance to overcome this?
And "The sword takes the blood of each heir to increase its power." Do this mean the disguise part or its attack or both?
Not a specific heir, no. Just of the blood. After I posted this I thought I would need to tighten it up. I just couldn't think afterwards. And yes, disguise, which means mentally and physically. What they see and how they feel about the user. As for overcoming this that is GM discretion of course. It's entirely possible that said person has a bit of mental power and able to defeat the compulsion.
The blood bit, taken from each user is just a measure of power of the magic compulsion. IE: The disguise. For instance if there were only two users it would be at a level two in power by my reckoning. This one is at least three users old from Kiko's words. Her grandfather, her brother, and her. It's possible there were other users but they have not been mentioned. Plus, for roleplay I'm going to assume a level three. Perhaps the other user's blood gets "emptied" when the disguise power is used.
