The same bloke running Axel's storefront upstairs had Orp by the arm and coughed as he dragged him toward the door. On of Axel's men lumbered through the smoke and yelled to attack, but Orp's escort ran him through immediately with a knife. They fumbled about until they found the door and managed to slip through, the stairwell still filled with smoke.
"This was you bloody idiot!"

It is. They run at breakneck speed up the stairs as the sounds of fighting died down behind them. The man dragging Orp alone coughs and staggers into the store area and yanks him forward, then stumbles, gasping for air. The smoke had cleared by this point.
The captain and a couple of his men stood before him. They didn't look pleased.
"Mr Boon."

The captain groans and folds his arms. The two other guards help the merchant to his feet, hand him some water.
"No Mr Orp, he works for me."

"Because Mr Boon, he already knew. Everything. He's our mole, has been feeding us all information on Axel's trade. You were suspect. Then I hoped we could trust you. I was wrong. I am very, very disappointed Mr Boon.
You weren't surprised when he turned you in?"

"I half expected you to throw me something like this.
What can I say? If Axel and his men were quick enough to trust me and initiate a response to your threat I wanted to be on their side, but they did not."

The captain, for the first time during this ordeal, actually shows an expression equating to something like anger.
"The merchant you so foolishly ran your mouth to is Jacob Mr Boon. It is he who hired us. In his many years working for Axel he has had many problems with his employer, but none mattered so much as when his boy was killed by the filth they have produced here. We were his only option Mr Boon.
You are not part of our contract and as much as I have to say, you're quite the nasty piece of work - our business here in included."
He turns and walks outside, the other men following; Jacob still hacking from the smoke. His other men join him at the front, one of them missing; likely died in the fight.
"Light it up gentlemen."
Two of them light a torch each and start at the front, the building catches. This might be a good time to get outside the warehouse.

Orp pulls the damp kerchief tighter around his mouth and tries to rush downstairs. He looked for any survivors of Axel's group, any items that could be taken and any exit other than the way he came from.
(If the Vanguard was hired by Jacob, and Jacob knew where Axel was and his movements, why did they lure Orp into the deal and not torch the place immediately? EDIT: I guess the plan could have been to blackmail some innocent bystander into being their weapon against Axel and have the blame fall on him.)

(Because Jacob was feeding them info and they wanted to understand the scope of his operation. You of course bumbled into the whole mess. Jacob was also fearful and yes, you were the guinea pig. You presented an opportunity to carry out the operation without anymore suspicion falling on Jacob.
And you are very persistent in doing the exact opposite of what you should with each and every post and completely baffling me to no end so ner Jacob also has to live in this town. The vanguard aren't sticking around to protect him.)
Orp runs into a burning building. It's filled with smoke and dead bodies and happens to be burning, which is probably a bad thing. There is no other way out that he is aware of. There's a lot of things he could grab.

Orp grabs a miscellaneous trinket that he can post a pic of and scrambles about looking frantically for an exit. He hasn't found one yet, but there is some cash on Axel's table...

Orp sees the money on the table but decides against taking it, due to the probability of it being counterfit and the fact that the building was on fire and he was losing time. Orp looks for any close windows or walls that look weak.
Orp finds a window that had been boarded up and with his new finding, manages to remove the nails and crawl out to freedom as the building burns behind him.
Thus, the councilman escapes with his life and a new item.
