So I was discussing this in the chat this morning from an OOC perspective and thought I would share my answers with everyone who may have questions regarding the concept of the council.
In character, Grayell knows that Wistvale is a lawless town that is barely getting by and needs some urgent assistance if things are to change. Which he'd like to see as he plans on staying for now. He's a neutral type of guy but Wistvale isn't - too much crime that he doesn't abide by so on and so forth.
Now OOC, the council serves an entirely different purpose. We have used one before way back and it worked well, though our system was pretty chaotic at the time. Since then we have continued to refine how we play and altered the dynamic of players - we even had a very much PVP game - but always there has been issues between characters in game. A council can help with that in game and instead keep it between characters and not players. That might seem a little much but many of us have seen players take in game issues personally and then admin has to get involved which we don't want.
So a council instead keeps the heat in the game and acts as a fair board to deal with such issues. I don't intend for the council to be super lawful and screw everyone out of their character and I hope I have made that clear in character.
If there is a hearing, the whole town is free to attend. If there is a trial, likewise; and the parties involved get a council appointed representative which they agree to. These are details to be explained in character however.
The council will also be the catalyst for a more involved Wistvale as the town will be better defined and even grow through the council. It keeps an organic growth in game but also keeps it checked and at a pace that doesn't throw everything out of wack. It could also lead to your character having more opportunity - a job or duty and so on.
