Grayell listened to all objections and nodded, his eyes closing at times and each person speaking was paid due attention. He then spoke again.
You all have reasonable points. Some of you have objections. But I think one statement has alarmed me more than any other thus far... that if the people of this town cannot protect themselves, than that is their problem. I am sorry everyone, but THAT is an asinine statement and I think it sums up the dilemma this town faces.
Do you know me? A little? Not at all? That is fair. But do you know anyone? How many of you, having such strong objections, have been here longer than I? Wistvale is a FREE town and that is a good thing, a good thing I would not change. But a lack of law does not mean a lack of power and as I have seen it, the majority of power in this town rests with those who abuse it! The citizens here, those who work hardest, those who strive to have a future, a life, are forced to compromise, cooperate, or simply deal with whatever gang decides to have their way!
That is not freedom.
But I must say this. Yes, I have stated that any one undertaking acts that I see inhuman or entirely abominable will be sought out by me. But that is my right, that is my creed and my choice. They will use their power to their own ends as shall I.
But that is NOT what I want for Wistvale. I am NOT suggesting that I become some sort of pontificating hero, saving the town and cleaning up every undesirable element.
WHAT I AM SUGGESTING.... is that the town of Wistvale, appoint a town council, with representatives for the people voted into office by the majority.
THAT COUNCIL.... will create a charter, a set of laws that allow fair trade that benefits all elements of society except for those we see wholly undesirable. Again, I am well aware that much underground trade permits Wistvale to exist. Such trade will be permitted by the law and instead, will be accepted; allowing such traders to operate without fear of reprimand or prying eyes. If your dealings benefit the town, you benefit the people here and will earn not only gold, but respect and protection. Show me a thief who ever feels safe trading his wares.
As for why I have called you all here... you all hear the stories. You see the dealings. You hear the screams. You cannot turn a blind eye to the shameful acts that take place here and yet you do. Why are life threatening drugs being sold here? Why must you keep your coin purse to your chest?
And prey tell me.....

... tell me WHY this should happen on the very edge of this town???
If you think you are safe in Wistvale, your are not. The beast that did this is not the only monstrosity that dwells within these woods. If you think a few petty thieves and thugs are your biggest threat, then you are mistaken. But by unifying this town, you can do your utmost to assure the populace stays safe.
If you choose to stay in the same, archaic chaos that now 'runs' this town.... well I say number your days and lock your doors well.
Wistvale is under threat on many fronts. If you cannot see that, I say you are blind or ignorant. I am not enforcing a law upon anyone. I have little desire to do so. But I would suggest that you people, as a community, look at preventing what right now; is inevitable.
