If law were not needed, it indeed wouldn't have manifested. If it were needed, I dare say it was too late to manifest. Sorry chum, but there is power in this time, but it is not lawful and the good people of this town have indeed been powerless to do something about it.
As for black market industries, your trade will be plied with or without consent I am sure. With that in mind, I ask that you do so legally in order to facilitate better trade for yourself and more income for the community. Trafficking people and the like will not be tolerated, law or not.
If any of you act in a manner that threatens the peoples of this town, number your days. If you can agree to act within the perimeters set in let's say, a fair trade act - then more power and gold to you. I would rather see such business above ground, where we needn't fear what we don't understand.
Again though - should your trade effect the people of this town in a less than desirable way, it will not be tolerated. Bugger the law, I will see to it myself and I assure you, others will stand with me. Being that such a conflict would only destroy the town, I see no reason why we can't all benefit from some sound, reasonable laws.

Daenien sighed. Close enough. I don't tell people what to do with my wares, after all... He decided to stay quiet for a while; maybe someone else would have similar concerns.
Alec [M:118:6:][D3v:http://rpgmenagerie.com/index.cgi?action=display&board=cs&thread=412&page=1#1242]"I see," said the blind man to the deaf lady.[0:Wandering the stacks.][1:Present and accounted for.]
Alec hears Orp's concern and turns to the cyclops. "We hear what the fugitives have to say for themselves. If it's reasonable, we keep them. If it's not, we kick them back to where they come from."
Come in under the shadow of this red rock, and I will show you something different from either your shadow at morning, striding behind you, or your shadow at evening, rising to meet you. I shall show you fear in a handful of dust.
If we consider our laws fair and in the interest of our town, then they will have no quarrel here. We fall under the jurisdiction of no one and have no nearby towns. Any criminal seeking refuge here would likely be hard pressed to find solace - solace they will no longer have here. I will not tolerate those who kill without cause, those who needlessly prey on the weak.
Grayell unfolds his arms, resting his hands on his knees.
Let me ask you all something. Everyone of you. How much trade have you seen this day? This week? This last month?
How long will you continue, with no coin in your purse? What will you do, prey on others who have nothing?
Simeon was content to let the debate continue without his influence--for now. Grayell seemed to be well in control of the issues. He was a wise man. Experience had taught him a lot. I should better acquaint myself with this man. He could have much to teach me.
Serenity was confused for a little while, even scared that the town would riot against Grayell in a matter of seconds and she'd be his only help.
When the other people began to stir, she could see that he really hit a chord, and that he brought out the things everyone was to afraid to say before.
He was inspiring, a natural leader, a man to look up too in a time of crises.
She stepped up a little in front of him, to really push it home.
"The people of places like Highever, where the rich sit on thrones of labor forged by common men and eat as kings who toss their spoils to their dogs, they look down on us, all of you and believe you but a speck of mud on their good green land. Are we going to prove them right? That the little man should hide in his little dog house and come out when he's called, or that you have the right to be part of an equal society, filled with good opportunities for all who share a part of it. Is Wistvale to be a speck of mud forever? Or should we raise her up from the ground and let her touch the skies long upheld by other cities?"

Daenien grinned wryly. The girl had a way with words. It didn't exactly hurt that she was a looker either, he supposed, but the words were what counted.
"Hell yes!" he cried, still using the same disguised voice.
The Worgen Warlord grunted, and his ears were standing straight upon his head, a sign of respect from his clan. He approached the man, but standing a few feet away.
"If you wish for order, and law, then we need enforcers, those who know honor, and can respect their boundaries and know when to enact punishment at the right time, in the right manner."
He drew his blade, and jammed it into the ground.
" I will volunteer to train a guard watch, those men willing and able will train under my hand, and will enforce the regulated laws."
Interesting Ag thought, impressed by how this male had risen up and spoke his mind in front of so many. Ag didn't know a lot about this 'Law' thing, but it seemed to keep humans from killing each other and stealing things. These humans were a strange lot, why didn't they just kill these undesirables themselves instead of getting others to do it for them? He could agree with preventing rape, that was something he found wholely atrocious.
Strange, suddenly he found himself agreeing with the law, maybe it was a good idea. He might even join the Wolf-Mans enforcers...
Not now of course, if only non-humans volunteer, the Humans might start getting distrustful. Best to wait of course.
There was a strange clatter as Skul clapped slowly.
Good show, stranger. He raised his voice above the crowd, keeping his head low and his scarf over his mouth. Somehow his voice wasn't muffled by it.
I wonder though, what qualifications do you possess besides sheer force of personality? What authority do you have but the authority of might? What precedent is there for vigilante justice?
He stepped in front of Grayell, cocking his head, but not looking up at him.
What is there to keep you in check? He turned away.
Ladies and gentlemen, I am old. Older than many of you. I do not claim wisdom by this, just experience. Many towns have fallen to charlatans such as this man, only to be ruled by a government worse than a king; one of a cruel man and his cruel companions. These who support him, who go as far as to volunteer their services with seemingly no thought or research...have they been here long? What is to say they are not with him from the beginning? He paused.
I offer no alternatives to this. I am not a smart man, I do not claim authority. But I just give a warning; watch yourselves. Watch yourselves or this man will watch you himself, while you sleep, while you eat, while you work, love, play. This is my warning, dear people. Take of it what you will. He bowed.
Regardless of the outcome I will have no part in it. A...conscientious objector. Sir.

Of all the graveyards in all the towns in all the world, she had to walk into mine.
Auron had approached the town earlier in the morning. He sat in town for most of the day, recollecting his energy from the journey. As the town gathered for a somewhat strange meeting, Auron sat against a wall at the edge of the crowd and listened. He waited patiently for everyone's points to be made and for everything to be taken into consideration. He waited and listened for a while until everyone had finished talking before standing up and announcing his presence by clearing his throat. He removed his hood before he started talking with a voice very deep and booming for his small stature.
Now I am new to this town, I have just arrived this morning, but this umm... man, has a point. Should we blindly follow this man, who, by my understanding has only been here a few days longer than I? It seems that many people here have just recently come, from where I know not. So should you let people from a different cultures and backgrounds than your own effect your way of life? Do we not all have the ability to live our lives the way we wish? Whether we work from the ground up to become as great as we can, or we make leaps and bounds to gain our status immediately. You should not let this one man change how you live.
Although I do not partake in any black market deals or killing, that does not mean that I resent it. I am living my own life, and how others do that is none of my concern. I will work for whatever I need, but that does not mean that others have to be forced to do that as well. Do not make the people of this town work for their protection. If they can not protect themselves, that is their own problem, and they should strive, on their own mind you, to gain that ability.
And with that Auron returned his hood to his head and awaited the next opinion that would come upon the table.

"Do you have any actual plans on how to put coin in our purses and prevent us from 'praying on the weak'? OR are you just talk? How can we trust you."
The other man nodded and agreed from the other side of the crowd.
"My good people, we can't just put all our hopes in this stranger with a loud voice and big dreams. What we need is Wistvale to govern Wistvale. The people must be represented."

A strong breeze blew over the crowd gathered and a wisp of a man holding a staff approached the gathering. He stopped on the outskirts of the crowd and listened, putting together what was being discussed. And seeing how people were misunderstanding the albeit overdramatic statement of the speaker.
Pardon me, I doubt it is any of my business but all this man is saying is a warning. If people do something that goes against what he feels is right, he will do something to stop it. Granted it may be vigilanteeism, but in this town, isnt that what any of us do already? I am not sure I saw the need the make the public announcement of it since it was fairly common knowledge that most people do what they want to do here anyhow, but we get the point. And for you people that feel the need to argue his statement, no one is saying they are in charge or the new sharrif in town. Except maybe the wolf lord, but you get my point.
If wrong is done that harms another, people here will do something about it. Noted. Frontier justice is a fact of life in a frontier town. For you anarchists who argue to stir things up, well I assume you will act the same given the opportunity or will be glad someone is willing to do something when it is you who are victimized.
But back to the man who is making this announcement. Is there an actual issue that caused this need to give a public speech, or do you just like to have the attention? If there is a problem, I suggest we go and take care of it, as if there is indeed some form of rape ring or human trafficking going on here, lets root it out and demolish it, as those things are despicable. If not, then your public announcement of your intentions is appreaciated if not unnecessary.
Simeon recognized that the objector ((Skul)) had a good point. What reasons did he have to trust Grayell. He'd only met the man a short time ago. Simeon knew that the bulky man was honorable because he had closed the eyes of the dead man in the tavern. A man without honor would not have bothered. However, it was possible that it had all been an act. Grayell could have feigned honor like a charlatan. He could have even hired whoever attacked the man. Simeon tried to remember more about this man...
Suddenly, a new thought grew in Simeon's mind. What if the objecting man was the charlatan attempting to fool people... He stared at the objector ((Skul)) and attempted to glean some bit of information from his scrutiny ((do I see anything?)).
He decided to speak this once. "Excuse me, Sir," Simeon attempted to get the attention of the objector (he spoke loudly for all to hear), "It is evident that you are a wise man and well with words. However, we have no more proof that this man (he pointed to Grayell) is honorable than we do for your honor. How can we know that you aren't one of the, forgive me for any implications--I don't mean to make any assumptions, but for all I know, you could be one of the murderers or dangerous thieves."
He almost stopped, but another thought suddenly struck him, "Also, you say you are older than many of us, yet you don't move like one affected by the years. Neither do you have the gait of an elf. Who are you?"
After the thin wisp of a man ((Allistaire) spoke Simeon added, "That's a fair system. Town meetings are the way to go on such issues."
