The Skill Modifiers for the different races, How and when are they applied?
Before points are spent on skills?
+1 to X skill meaning I jump ahead to 2 points for level 2 etc...
-1 to X skill meaning I have to spend 1 point to go to 0 then 1 point for level 1, etc...
Or are they applied after?
Spend my points then add modfier
Essentially meaning someone with a +1 to a skill would alway be buying that skill at one step lower 2 points for level 3, etc...
And someone with a -1 skill would always be buying the skill at one step higher. 2 points for level 1, 3 points for level 2, etc...

Hmm, I actually like the second idea. In order for a Soren to be proficient in concealment, it would take a substantially extra amount of training as they are giant. So adding a point to each level seems fair. That way if a Soren wants to be a master of concealment, they are going to be needing a lot of training. I think 65 instead of instead of 55 to get to 10...
Death is no more than turning us over from time to eternity. Whether that eternity is damnation or salvation is determined in the time we have.
The stats impacts are meant to be prior to initial points being spent only. A permanent drawback would be unfair and permanent bonuses would mean some free levels.
