She turned to Orp now, "Well for starters we'll arrest them of course upon breaking the law. I believe time in jail is a given...once we build a suitable jail. Banishment would be another option I'd recommend...and then of course there's the ultimate penalty, death."
Trial before their peers in the instance the crime is severe enough. I dare say anyone brazen enough to break the law in the worst ways will be dealt with quickly before we get our hands on them. The punishment should fit the crime in any case, but we needn't consider precise logistics of different possibilities at this time.
I think we should remain focused on precisely what crimes we want to outlaw and others that we wish to regulate. The sooner we have this settled and made known to the public, the better.

Blood magic is seen like a plague by the known world. Not that many blood mages will want to make themselves known regardless, but if we publicly allow it the people will likely think we insane. Any blood mages who even hear of it will likely make Wistvale their home and we won't know their intentions."
Yes, I think that simply ruling against destruction of property will include magic and won't make any one segment of society to feel like they're being treated unfairly.
As for business in Wistvale, perhaps we should have all businesses registered and with full disclosure of wares and services. That way we can keep an eye on things and should we find they've been dishonest, they can't very well argue their intentions.
